The United States government controls all arms sales to foreigners in accordance with the Arms Export Control Act (AECA) and its implementing provisions, the International Traffic in Arms Regulations (ITAR). Following the events of September 11, 2001, the Department of State, Directorate of Defense Trade Controls (DDTC), began applying ITAR more broadly than before. The State Department’s current approach now subjects training companies such as AAPT Tactical Training to oversight by the DDTC.

The export of “defense articles” and “defense services” covered by the United States Munitions List is regulated by ITAR. ITAR also regulates the export of any “technical data” concerning the use of those defense items.

Due to the content of Explosive Familiarization Training and Tactical Explosive Breach Training courses, AAPTis required to obtain prior approval from DDTC before permitting non-U.S. citizens to attend those courses. The DDTC review process can take several months once AAPTinitiates a request for approval.

As a result, all non-U.S. citizens interested in attending an AAPT Explosive Familiarization Training and Tactical Explosive Breach Training courses must provide AAPT with the following information at least four (4) weeks prior to the start date of the course for which attendance is sought after:

AAPT charges an additional $350.00 processing fee for each International Student Registration Form it receives. This fee, along with the appropriate tuition payment, will be payable once AAPTreceives written approval for the student’s participation from the DDTC.
